The main difference is in the fact that STTRs require a non-profit research institution, such as a university, to be a subcontractor on the grant. There are rules around the minimum percentage of the budget that needs to be allocated to the university as well as the startup, as an indicator of the amount of work each of the partners is performing on the project.
